Informatics Applied to Law at the Centre d'informatique juridiqure (CEDIJ)

Sorto nel 1967 come evoluzione del Bureau Informatique del Consiglio di Stato, il Cedij (Centre d'Informatique Juridique) ha come scopo l'automazione della documentazione nel campo del diritto; a tal fine memorizza i testi legislativi e regolamentari e procede alla raccolta delle decisioni del Consiglio di Stato e della Corte di Cassazione utilizzando le analisi compiute dai servizi di documentazione delle due giurisdizioni. Oltre a questa attività principale, il Cedij si dedica anche alla ricerca teorica e applicata e ha stretto convenzioni in campo informatico con vari organi pubblici. Il sistema messo a punto dal Cedij per il reperimento dell'informazione giuridica si basa sull'adozione del metodo del full-text puro per memorizzare la legislazione, d'un metodo misto (riassunto + indicizzazione in linguaggio documentario) per le decisioni giurisprudenziali e del metodo del linguaggio documentario (serie di parole chiave) per la dottrina. Per quanto riguarda in particolare l'interrogazione degli archivi il sistema adottato dal Cedij, denominato Docilis, tende a consentire all'utente, mediante appropriati accorgimenti, di formulare la richiesta nel modo meno formalizzato possibile. Il sistema Docilis è fondato sull' impiego del DPS (Document Processing System), cioè d'un insieme di programmi standard dell'IBM che consentono di memorizzare documenti d'interesse giuridico con la tecnica del full-text e di reperirli poi mediante una strategia di ricerca soddisfacentemente articolata; recentemente però il cedij s'è orientato verso la sostituzione del DPS con un sistema conversazionale di reperimento dei dati denominato Stairs.

The CEDIJ (Centre d'informatique juridique) started its activity in 1967 as successor of the Bureau Informatique of the State Council. Its target is the automation of legal documentation storage of legal texts and regulations, collections of sentences of the State Council and of the Court of Cassation and the analyses carried out by the documentation office of the two jurisdictions. In addition to this main activity the CEDIJ carries out pure and applied research and cooperates with several public institutions in the field of informatics. The system set up by the CEDIJ for the retrieval of legal information applies the full-text method for storing laws a mixed method (summary+indexing in a artificial language) for legal sentences and an artificial language method (keywords) for legal literature. As regards file searching the system applied by the CEDIJ, named DOCILIS, permits to the user to put a question in a less formalized way by using some appropriate rules. The DOCILIS system is based on DPS (Document Processing System), that is a series of standard programmes which enable legal documents to be stored in full-text and to be retrieved using articulated research. Recently the CEDIJ has replaced the DPS system with a conversational information retrieval system called STAIRS.
