A new system of information and documentation is suitable forelectronic data processing machines which is being developed for the German Bundestag. This new system requires the elaboration of a so-called Thesaurus, i.e. a stock of all the important concepts, systematically arranged according to their semantic relations. This serves as a basic means for indexing documents as well as for the retrieval of information on any topic required. The vocabulary to be included belongs to practically all sectors of public interest or fields of knowledge. It is, therefore, the main concern of this paper to establish principles for the development of a Thesaurus appropriate to this particular situation. In such a case, conceptual categories of the language in question, together with a corresponding system of subject fields, would be an acceptable basis for elaborating a Thesaurus within the possibilities of the project. It is pointed out that the above said principles, if applied in full, can lead to a Fundamental Thesaurus of general importance.
