The Newcastle Electronic Law Library (NELLY) was planned in 1979 andcommenced operation early in 1980, The creation of this system was aimed not only at giving students the opportunity of practising thedifficult art of manipulating legal concepts in the use of an electronic medium, but also at making a system available which itsusers could get to know thoroughly and could themselves modify and improve its modes of operation. NELLY uses a large computer centrecalled NUMAC (Northumbrian Universities Multiple Access Computers), linked to a number of other universities and educationalinstitutions. SPIRES - a generalized data-base management system available on NUMAC - and SPILAW - a subfile containing the series ofthe topics relative to English property law (conveyancing, land registration, etc.), along with a collection of case law speciallyselected on the basis of its educational value - are both synthetically described in the article. The use of the system isequally divided between teaching and research, resulting in the necessity to conciliate their respective requirements.
La Newcastle Electronic Law Library (NELLY) è una biblioteca giuridica elettronica che, progettata nel 1979, ha cominciato a funzionare all'inizio del 1980. Con la realizzazione di quest'impresa s'è cercato non solo di fornire agli studenti l'opportunità d'esercitarsi nella difficile arte di manipolare concetti giuridici con l'impiego d'uno strumento elettronico, ma anche di rendere disponibile un sistema che i suoi utenti potessero conoscere così a fondo da essere in grado di modificarne e migliorarne essi stessi le modalità operative. NELLY utilizza un grosso centro di calcolo denominato NUMAC (Northumbrian Universities Multiple Access Computers), collegato con alcune università e istituzioni pubbliche. Nell'articolo sono sinteticamente descritti lo SPIRES - sistema generalizzato per la gestione di basi di dati disponibile sul NUMAC - e lo SPILAW - sottoarchivio dello SPIRES, comprendente il complesso degli istituti relativi al diritto inglese della proprietà (trasferimenti, registrazioni, ecc.), insieme con una raccolta di casi giurisprudenziali appositamente selezionati in base al loro valore didattico. L'utilizzazione del sistema è equamente distribuita tra insegnamento e ricerca, con la conseguenza di dover conciliare le corrispondenti esigenze.
