The Legal Information System JURIS
Gli Autori descrivono lo stato dei lavori nella realizzazione del sistema Juris in Germania. Al fine di risolvere gradualmente i complessi problemi posti dalla progettazione d'un sistema d'informazione giuridica globale, nella prima fase è stato ristretto il numero dei caratteri del data base, s'è studiata la possibilità di dialogare col sistema contemporaneamente da diverse stazioni d'utenza e s'è cercato di soddisfare le esigenze professionali d'ogni categoria di giuristi fornendo una documentazione completa sui vari campi del diritto e sui diversi tipi di documenti disponibili. La fase di realizzazione vera e propria è cominciata nel 1972; per la documentazione del diritto sociale ci s'è avvalsi del sistema di reperimento passat/golem su macchine Siemens del ministero federale del lavoro, mentre per la documentazione del diritto tributario s'è fatto ricorso al sistema di reperimento Stairs su macchine Ibm dell'università di Bonn. Nell'agosto del 1975 è stato installato a Colonia un centro elettronico per il progetto Juris, dotato d'un Siemens 4.004/151 con una capacità di memoria di 1.024 k-bytes. Attualmente le stazioni d'utenza collegate con la banca dei dati sono 13, mentre l'archivio contiene circa 10.000 sentenze emanate nel campo del diritto sociale dal tribunale federale di Kassel e dai tribunali dei lander e altre 6.000 sentenze del tribunale federale amministrativo. I dati vengono elaborati coi programmi Parat e Passat e successivamente memorizzati in una banca di dati consultabile col sistema golem.
The Authors report the progress that has been made in setting up the JURIS system in West Germany. The complex problems deriving from the creation of a total legal information system are gradually being tested: in the stage the number of characters used the data base was restricted; the possibility of carrying on a dialogue with the system simultaneously from several user stations was studied; efforts were made to meet the professional needs of all legal operators through complete documentation in all legal fields and available document formats. The work began in 1972: for the documentation of social law the retrieval system PASSAT/GOLEM was used on Siemens computers at the Federal Ministry of Labour; for the documentation of tax law Stairs was used on IBM devices at the University of Bonn. In August 1975 the JURIS system computer center was opened in Cologne, equipped with a SIEMENS 4.004/151 with a memory unit of 1.024 K-Bytes. At present there are 13 user stations linked with the data bank, the file contains almost 10.000 decisions of the federal and regional social courts on problems of social law and 6.000 decision of the federal administrative court on tax matters. Information in analyzed by PARAT and PASSAT and then stored in a data bank processes whit the GOLEM system.
