Public Informatics and Role of Regions

Nell'articolo l'A. si propone di presentare un quadro concettuale di riferimento per la costruzione d'un sistema informativo regionale. Posta l'esigenza di estendere la "cultura informatica" all'interno della Pubblica Amministrazione regionale e delineati i criteri fondamentali d'intervento, l'A. descrive brevemente le strutture informatiche pubbliche operanti nelle Regioni Piemonte, Puglia e Toscana, illustrandone soprattutto le caratteristiche organizzative e la finalizzazione politica generale. Il nuovo ruolo, d'importanza centrale, che la recente legislazione nazionale attribuisce alle Regioni nel processo di riforma della autonomie locali rende necessario che le Regioni stesse organizzino i loro sistemi informativi in modo coerente con lo spirito della riforma avviata e nel rispetto delle fondamentali esigenze del decentramento e del coordinamento all'interno della Pubblica Amministrazione. Alcuni esempi, tratti dall'esperienza della Regione Piemonte e già in fase di attuazione avanzata, dimostrano concretamente come l'informatica possa rappresentare un'occasione propizia per l'avvio del processo di riforma dello Stato.

In the article the A. presents a conceptional basis of reference for the construction of a regional information system. After stating the need to extend the «informatics culture» the Regional Public Administration and setting out the basic criteria for action, the A. briefly describes the public informatics structures operating in the Regions Piedmont, Puglia and Tuscany, above all illustrating the organizational characteristics and the general political aims. The new important role that recent national legislation attributes to the Regions in the process of reform of local bodies makes it necessary for the Regions themselves to organize the information systems in accordance with the spirit of the reform begum and with respect to the fundamental need for decentring and of coordination within Public Administration. Some examples, taken from the experience of the Piedmont Region and already in an advanced stage, demonstrate concretely how informatics can represent opportunity for the beginning of the process of reform of the State.
