The New Protagonists of the Digital World between Net Neutrality
and Access to Information
The differentiation of the traffic carried in the networks by the ISPs, which is the object of the net neutrality principle issue, contributes, by reason of the impact exercised on users’ access to content, to modify the way the values related to freedom of information and communication are implemented, especially with reference to the protection of pluralism of information on the Internet. In this regard, after a brief reconstruction of the needs underlying the neutrality of the network and the different regulatory approaches followed in the USA and Europe in order to reconcile the development of increasingly efficient communication infrastructures on the one hand, and the maximum dissemination of contents and services equally on the other hand, the contribution, in consideration of the fact that a limited number of subjects has now assumed a strategic position at world level in the provision of information and entertainment services, points out the need to extend the survey to a profile that has not been discussed until recently. That is the one concerning the need to foresee and prepare tools to protect freedom of information and pluralism, further than those represented by the rules on net neutrality imposed on ISPs, and intended to protect end users from those new protagonists of the digital world which today exert ever more pervasive control over the network.
