"Informatizzazione della Pubblica Amministrazione" (Roma, CNR, 17-18 dicembre 1980)

Nella relazione č descritta brevemente la storia del progetto nelle sue tappe essenziali: i lavori della commissione incaricata di redigere lo studio di fattibilitą, l'approvazione del CIPE con la richiesta di un'estensione dei temi di ricerca, l'intervento del CNR con l'elaborazione del programma esecutivo del 1979 e del 1980. Del progetto sono illustrate anche le scelte di base (impostazione di ricerche di carattere avanzato ma su temi applicativi, collaborazione e integrazione tra mondo accademico e industria, formazione nel settore informatico, attivitą a favore delle aziende italiane impegnate nel campo) e il processo d'individuazione dei temi (in generale e nell'ambito della Pubblica Amministrazione), con specifico riferimento al quadro tecnologico attuale e alle nuove tendenze organizzative, l'uno e gli altri decisamente orientati verso il decentramento. Soprattutto, poi, č rilevata l'importanza dell'informatica non solo come settore produttivo, ma anche come complesso di tecnologie trainanti nei confronti di tutti gli altri settori produttivi e, quindi, condizionanti l'intero sviluppo sociale del futuro, da qui la improrogabile necessitą d'una politica di massicci investimenti a livello governativo in Italia.

It is briefly described the history of the project in its essential stages: the work of the commission entrusted with drafting the feasibility study; the approval of the CIPE with a request for an extension of the research themes, the work of the CNR with the drawing up of the executive programme for 1979 and 1980. Also the basic choices of the project are illustrated (establishing the lines of advanced research but on applicative themes, collaboration and integration between the academic world and industry, training in the informatics sector, activities to help Italian firms engaged in the field), the process of identifying themes (in general and in the ambit of Public Administration), with reference to the present technological framework and to the new organizational trends, both clearly oriented towards decentring. Above all the importance was underlined of informatics not only as a productive sector, but also as a complex of «towing» technologies in relation to all the other productive sectors and, therefore, conditioning the whole future social development; from this arises the need, which cannot be delayed, of a massive investment policy at government level in Italy.
