Affrontare la sfida posta alle grandi banche dati giuridiche multilingui: esigenze dei terminologi e strumenti per soddisfarle
Large multilingual databases of legal terminology: current challenges, needs and novel tools
Molte risorse terminologiche multilingui sono state elaborate in passato con scopi, contenuti, target e strutture diversi tra loro. Oggi sussiste l'esigenza di mantenerne il valore aggiornandole, ampliandole e rendendole interoperabili. L'ambito giuridico-amministrativo è particolarmente importante per sostenere la comunicazione e cooperazione internazionale e necessita pertanto di un impegno costante al fine di mettere a disposizione risorse di terminologia giuridica che facilitino gli scambi e la collaborazione tra Stati e organizzazioni. Tuttavia, effettuare regolari controlli di qualità e aggiornamento sulle risorse terminologiche esistenti può richiedere molto lavoro di programmazione informatica e di revisione manuale, a costi spesso altissimi. In quest'ottica un supporto semi-automatico porterebbe un indubbio beneficio. Per rendere i contenuti interoperabili e garantire un controllo qualitativo delle risorse terminologiche, il progetto LISE (Legal Language Interoperability Services, www.lise-termservices.eu) ha sviluppato una piattaforma di comunicazione/cooperazione e tre strumenti specifici per la pulizia (CLEANUP), l'integrazione (FILLUP) e l'armonizzazione semiautomatica di terminologia (OMEO). L'articolo si propone di presentare alcuni aspetti legati all'elaborazione terminografica del diritto, di illustrare i risultati emersi da un'indagine qualitativa e, infine, di descrivere gli strumenti sviluppati da LISE anche alla luce del test svolto su una selezione di termini giuridici e amministrativi contenuti nella banca dati europea IATE.
Several multilingual terminological resources have been developed in the past with different purposes, contents, target groups and infrastructures. Today, there is the need to maintain their value by updating and enhancing them as well as by making them interoperable. The legal and administrative domain is particularly important for international communication and cooperation and therefore calls for constant efforts in order to provide on-line resources with legal terminology that may support international exchanges and cooperation between nations and organisations. However, periodic quality controls and regular updates of existing resources may require a lot of programming and manual revisions, often at extremely high costs. Semi-automatic tools supporting such activities would therefore undoubtedly bring great benefits. To make contents interoperable and allow constant quality control, the LISE project (Legal Language Interoperability Services, www.lise-termservices.eu) has developed a communication/cooperation platform and three dedicated tools for the semi-automatically cleaning (CLEANUP), enhancing (FILLUP) and harmonising (OMEO) of terminological resources. The present article illustrates some of the difficulties concerning the elaboration of multilingual terminology in the legal domain and presents the results of a specific qualitative study. Finally, it describes the LISE tools and the results of their tests on a selection of legal and administrative terms from the European database IATE.
